An Overseas Employment Agency Built for Employers Hiring Across Borders
Hiring abroad means relying on people you have not yet met, in a labour market you may not know well, under procedures set by more than one government. Rawalpindi International Services exists to make that manageable for the employer.
We operate from Rawalpindi under Licence No. OP&HRD/4915/RWP, a short distance from Islamabad, home to the federal ministries and foreign missions involved in overseas employment. From here we recruit Pakistani manpower for companies, contractors, subcontractors and project-based organisations, with Saudi Arabia as our main focus.
Our work is simple to describe and demanding to deliver: find out what a position really needs, then put forward people who can meet it, with their paperwork in order.
OUR CORE OBJECTIVE
The standard we use to judge every recruitment assignment.
What We Are Here to Do, and Where We Are Heading
Our mission describes the work in front of us today. Our vision describes the kind of recruitment partner we intend to become for employers who look to Pakistan for manpower.
Professional Recruitment. Suitable Manpower. Reliable Support.
To provide organised overseas manpower recruitment that gives international employers access to suitable Pakistani workers across multiple occupational sectors, handled with care from the first conversation through to mobilisation.
Reliable Workforce Connections Across International Markets
To be known as a trusted professional recruitment partner for employers seeking dependable manpower from Pakistan, building long-term relationships in which the right employer requirement meets the right workforce capability.
How We Carry Out That Mission
- Understand each employer’s requirement clearly and accurately
- Source candidates against defined job specifications
- Screen and assess candidates in a way that suits the role
- Coordinate interviews and trade testing where required
- Support selected candidates through medical and documentation procedures
- Assist with visa-related processing and required formalities
- Keep employers informed throughout the recruitment cycle
- Support timely, organised workforce mobilisation
Six Principles That Shape How We Recruit
Values only count if they change what happens on an ordinary working day. Here is what ours mean in practice.
Integrity
We describe candidates, timelines and constraints as they are, including when the answer is not the one a client hoped for.
Transparency
We explain each stage, what it involves and who is responsible for it, so neither employer nor candidate is left guessing.
Professionalism
Prompt replies, accurate records and courteous dealings, whether we are speaking with an HR director or a first-time applicant.
Reliability
When we commit to a step we follow it through, and if something changes, you hear it from us first.
Teamwork
Client coordination, screening, documentation and medical arrangements are handled by people who work closely together.
Commitment
We would rather earn a second assignment from a client than rush the first one.
The Right People Are the Foundation of Every Successful Organisation
Every company that comes to us has work to deliver and a schedule to meet. Our responsibility is to provide reliable, skilled and professional manpower that meets those requirements, through a recruitment process both clients and candidates can have confidence in.
That starts with listening. We take the time to understand what a client actually needs, and we hold ourselves to quality, integrity and responsible recruitment in how we meet that need, whether the role calls for a technical specialist or general workforce.
Looking ahead, we will continue to expand our international partnerships and strengthen our workforce solutions. I look forward to building lasting relationships and serving our clients with professionalism and reliability.

Four Workforce Tiers, Each Assessed on Its Own Terms
An HVAC technician, a kitchen helper and a warehouse packer should not pass through the same filter. We adjust what we look for according to the level and nature of the position.
Skilled Workforce
We look for demonstrated practice: earlier work in the same trade, practical knowledge and a background that matches the position, beyond the job title on a CV.
Technical Workforce
Qualifications, technical skills and past responsibilities are weighed against the assignment, because technical roles depend on details a summary can miss.
Semi-Skilled Workforce
We focus on hands-on exposure, basic technical understanding and the ability to follow established workplace procedures.
General Workforce
Responsibility, dependability and fit with the working environment matter most here, since general staff keep daily operations moving.
Where a role calls for it, candidate preparation can cover job skills, workplace etiquette and health and safety. Recruitment can be arranged on a permanent, temporary, bulk or returned-worker basis.
Built for Organisations That Run on Dependable Manpower
The organisations we support differ in size and sector, but their workforce needs tend to fall into recognisable patterns. We shape our support around them.
Construction and Infrastructure
Crews that must mobilise in line with project phases, often across several trades at once.
Engineering Firms
Technical staff whose qualifications and discipline experience must match the package they will work on.
Contractors and Trading Companies
Labour supply tied to contract scope, where a delay in manpower quickly becomes a delay on site.
Industrial Companies
Operators, fabricators and support staff suited to plant routines and safety expectations.
Facility Management and Maintenance
Steady staffing for ongoing service contracts, where day-to-day reliability is the priority.
Hospitality Groups
Kitchen, service and housekeeping personnel for guest-facing environments, including seasonal demand.

Five Checkpoints Between Your Brief and a Worker’s Departure
Our Services page sets out the full recruitment sequence. This is the other side of it: the questions we ask ourselves before a candidate moves to the next stage.
Is the Brief Clear?
Before a search begins, we confirm job title, duties, numbers, experience and work conditions. Unclear points are raised with you at the start, when they are easiest to resolve.
Checked with: the employer
Is the File Complete?
CVs, passports and experience certificates are reviewed early, so gaps or inconsistencies surface before anyone’s time is spent on interviews.
Checked: CV, passport, experience certificates
Can the Candidate Do the Work?
Experience on paper is tested where the role requires it, through trade tests and evaluations set around the employer’s requirements.
Checked: trade ability, job skills, workplace readiness
Has the Employer Decided?
Selection follows the method you prefer: video selection, delegation test or merit. Candidates go forward on your decision.
Decided by: the employer
Is the Worker Ready to Travel?
Medical, police verification and any required testing are finished, and the candidate has been briefed on travel and arrival.
Checked: GHC medical, Takamol test where required, police verification

What You Can Expect as Our Client
A recruitment partner shows its worth after the agreement is signed, when questions come up and plans change. This is how we intend to behave when that happens.
WHAT WE WILL NOT PROMISE
Anything We Cannot Control
Visa decisions rest with embassies and authorities, and availability varies by trade and demand. We will not quote quantities or dates until your requirement has been reviewed.
One Coordinating Office
Your assignment is coordinated from our Rawalpindi office, so there is always a clear place to go for answers.
You Keep the Final Say
We shortlist and coordinate. Who gets hired remains your decision.
Straight Answers on Feasibility
If a quantity, trade or schedule looks unrealistic, we tell you early and work through the alternatives.
Set Up for Saudi Procedures
Our approvals from MOFA, Musaned and the Saudi Consulates in Islamabad and Karachi support recruitment for Saudi employers.
Access to Returned Workers
We can reach Pakistani workers with earlier experience in Saudi Arabia and other markets, useful when quick adaptation matters.
A Standard That Scales
From a single position to a bulk intake, each candidate goes through the same selection and documentation discipline.
Treating Workers Fairly Is Part of Serving Employers Well
A worker who understands the job, has been selected honestly and arrives prepared is better placed to settle in and do good work. Responsible recruitment protects that worker first, and it also protects the employer’s project and reputation.
Legitimate recruitment, transparency and compliance are central to how we operate. We hold ourselves to the commitments below on every assignment, and we welcome questions about how we apply them.
Ethical Recruitment
- Accurate information about the job and its conditions
- Selection based on suitability and merit
- Written information on fees, terms and procedures for candidates who ask
- No promises of visas or placements we cannot guarantee
Compliance
- Recruitment carried out under our Government of Pakistan licence
- Applicable Pakistani and destination-country procedures followed
- Candidate documents checked for completeness
- Medical and police verification completed where required
Worker Welfare
- Health and safety covered in candidate training
